Christopher M. O’Malley is a senior U.S. Army civilian program management professional with more than 18 years of government experience leading complex organizations in support of the United States national defense. He currently serves as the Joint Product Lead for Biosurveillance within the Capability Program Executive CBRN Defense, where he established and leads a new acquisition program office enabling the whole of government biosurveillance capabilities that support Total Force protection, readiness, and sustained lethality.
Throughout his career, Mr. O’Malley has demonstrated a consistent ability to drive strategic transformation, align resources with mission priorities, and deliver measurable results in highly dynamic environments. His leadership spans the full acquisition system life cycle, including strategy development, requirements analysis, acquisition execution, portfolio management, and organizational change. He is recognized for fostering cultures of accountability, innovation, and ethical public service while navigating fiscal constraints and evolving operational demands.
Prior to his current role, Mr. O’Malley served in multiple senior leadership positions at the U.S. Army DEVCOM Chemical Biological Center, including Associate Director for Plans, Programs, and Integration and Associate Director for Business Management. In these roles, he oversaw research, development, and demilitarization portfolios exceeding $430 million, led enterprise strategic planning efforts, and implemented governance frameworks that improved execution, transparency, and long-term sustainability. His efforts resulted in improved performance outcomes, optimized resource utilization, and increased alignment across Army, Joint, interagency, academic, and industry stakeholders.
Mr. O’Malley has also held key acquisition and strategic planning roles across the Army acquisition enterprise, including an Assistant Program Manager position with Program Executive Office C3T and a T&E project manager position with the U.S. Army Test and Evaluation Command. His experience includes managing programs of record, leading cloud and infrastructure modernization initiatives, authoring enterprise policy, and advising senior leaders on organizational design, acquisition reform, and future force integration. He is known for his strategic judgment, analytical rigor, and ability to translate complex challenges into actionable solutions.
A graduate of the Naval Postgraduate School with a Master of Science in Program Management, Mr. O’Malley also holds a Bachelor of Science in Chemical Engineering from Worcester Polytechnic Institute. He is DAWIA-certified in Program Management, Test and Evaluation, and Engineering and Technical Management, and holds a Top Secret/Sensitive Compartmented Information clearance. His professional development includes completion of the Defense Acquisition University Army Senior Service College Fellowship and multiple senior leader development programs.
Mr. O’Malley is married and the proud father of two daughters. Outside of his professional responsibilities, he enjoys reading, traveling, and spending quality time with his family.
